The site, formerly a carpet mill and later a large-scale cannabis cultivation facility, is located approximately 50 miles northwest of Tulsa.

The Pawhuska city council has discussed the proposal, with local residents expressing concerns. The availability of power from the Oklahoma Municipal Power Authority for the project is not yet guaranteed.
