ECL TerraSite‑TX1 is a planned large‑scale, off‑grid, hydrogen‑powered “AI Factory” data center campus located on more than 600 acres east of Houston, Texas. The project will launch in phases, with the first 50 MW module scheduled for delivery in summer 2025 at a cost of around $450 million. At full build‑out, the site will provide 1 GW of capacity — with the option to expand to 2 GW — representing one of the largest zero‑emission data center developments in the world.
The facility is designed specifically for AI and high‑density cloud workloads, supporting extreme rack densities with direct‑to‑chip and rear‑door heat exchanger cooling. Power will be generated entirely on‑site from hydrogen supplied by three converging pipelines, eliminating reliance on the Texas grid and avoiding water extraction from the environment. Cooling water will be produced as a by‑product of hydrogen fuel cells, enabling a PUE of 1.1 or better while returning surplus water to the community.
Built using modular, 3D‑printed, recyclable concrete structures, TerraSite‑TX1 can scale in 1 MW increments and be delivered in under 12 months — far faster than traditional builds. The first tenant, Lambda, will deploy high‑density AI infrastructure on the campus. ECL positions the project as both a sustainable alternative to conventional hyperscale facilities and a community‑integrated development, with local education programs, workforce training, and economic benefits for the surrounding area.
