Thor Equities, through its affiliate JDS Equities II LLC, has proposed an 810-acre data center campus in Augusta Township, Washtenaw County, Michigan. The site lies between Ann Arbor and Detroit, with 522.2 acres requiring rezoning from agricultural/residential to general industrial (GI). Around 300 acres are already zoned GI. While the number and size of data center buildings have not been disclosed, the company has indicated a potential investment exceeding $1 billion.

The project is still in its exploratory phase, with Thor stating that only about 20 percent of the site would be used initially. No end user has been secured yet. Township staff recommended approval of the rezoning request, but the Augusta Township Planning Commission voted 5-1 to recommend denial, citing concerns about industrial development in a rural area. The final decision rests with the Township Board.

Ann Arbor Spark, a regional economic development group, has urged officials to allow the project to proceed to the site plan review phase, where full details and community benefits could be assessed. Thor emphasized its commitment to community engagement and transparency throughout the planning process.
