Project Washington North Campus

Starwood Digital Ventures is planning a large-scale data center campus in New Castle County, Delaware, marking one of the state’s most ambitious digital infrastructure projects to date. The proposed development spans approximately 580 acres and will include 11 buildings totaling around 6 million square feet of data center space. The site—located between the Dupont Highway, Governor Lea Road, and River Road—will be powered by Delmarva Power & Light’s Red Lion substation, supporting up to 1.2GW of capacity.

The project will be developed in two phases: Phase one involves six 500,000-square-foot, two-story buildings; phase two adds two more buildings of the same size and three 700,000-square-foot, two-story structures. Construction could begin as early as Q3 2026, with initial operations expected in Q2 2028. At this stage, no tenants have been announced for the campus.

As Delaware’s data center market is still in early stages—with just a handful of existing facilities—this venture positions the state as an emerging destination for hyperscale and enterprise digital workloads. Starwood’s initiative aligns with its broader commitment to expanding its global digital infrastructure footprint, supported by over $17 billion in capital commitments and a pipeline exceeding 3.5GW globally.
