Cloud giant Amazon Web Services (AWS) has been identified as the end customer for Project Blue, a multibillion-dollar data center campus being developed by Beale Infrastructure, backed by Blue Owl, on a 290-acre site near Tucson, Arizona.
The project carries a total planned investment of $3.6 billion and is expected to be one of the largest in the region. At full build-out, the campus could feature up to 10 buildings, totaling 2 million sq ft (185,805 sqm) with a power capacity of 600MW.
The development is planned in three construction phases. Work on the first phase is scheduled to run from 2026 to 2029, with the first buildings potentially going live in 2027. The land, located just north of the Pima County Fairgrounds within the Southeast Employment and Logistics Center, was acquired for $20 million after the Pima County Board of Supervisors voted 3-2 to rezone it from 'rural homestead' to 'light industrial' in June 2025. The Tucson City Council is expected to vote on annexation and rezoning requests for the project in August 2025.
