Arcem, Inc.

Arcem Moss is a proposed 50 MW data center development located at Larkollveien 4 in Dilling, Norway, within the Moss market. Grid capacity is secured for early 2028, sufficient to power approximately 10,000 homes. The project is overseen by Bonum Prosjekt on behalf of Larkollveien 4 AS.

Key considerations for the development include the utilization of waste heat for the local district heating network, implementation of noise mitigation measures, and ensuring the facility contributes to local value creation and national digital preparedness. The project is expected to generate between 90 and 150 jobs and will necessitate an upgrade of the Rygge transformer station. The municipal planning committee (PBT) is scheduled to review the proposal later in March 2026.
